초록

This study analyzes the Seoul Foundation for Arts and Culture’s 2023 arts support projects from the perspective of cultural economics, focusing on how its resource allocation structure affects the sustainability of the arts ecosystem. Using theoretical frameworks from John Ruskin’s theory of intrinsic value, David Throsby’s dual value theory, Bruno Frey’s theory of intrinsic motivation, and Ruth Towse’s analysis of the labor market for artists, the study derives value-based indicators and applies them to empirical budget analysis. The findings reveal that value-based items account for only 18.8% of the total budget, while the remaining 81.2% is concentrated in short-term, outcome-oriented projects such as exhibition support. This structural imbalance suggests that essential cultural policy values—such as artistic autonomy, publicness, and socioeconomic security for artists—are marginalized within the current policy framework. In particular, areas such as creative preparation, foundational support, and rights protection are insufficiently addressed, revealing a significant gap between theoretical principles and actual policy priorities. By applying cultural economic theory to policy analysis, this study emphasizes the need to move beyond performance-centered approaches and toward a restructured model that includes long-term value and public function. Future cultural policy should reduce excessive dependence on quantifiable outcomes and establish an evaluation framework that reflects the social role of art, the continuity of creative work, and the structural conditions for artists’ survival.
