지상파 다채널방송 도입의 경제적 효과에 대한 실증분석

초록

The improved Signal Compression Technology enables Multichannel terrestrial Broadcasting service domestically, followed by fierce debate on the introduction of the service. Currently, terrestrial broadcasters go along with the adoption of the service, while CATV operators are on the opposition side. This study analyses economics effects of the introduction of Multichannel terrestrial Broadcasting service based on the total social welfare criteria. We present the basic estimation model and methodology, and perform several simulations. The main results are as follows. First, the introduction of Multichannel terrestrial Broadcasting service even lower the total social welfare if the digital conversion rate is maintained after the introduction of service. Second, Multichannel terrestrial Broadcasting service is only welfare-improving if the service increases the digital conversion rate by 3.2%P.
