갈등해소를 위한 대화협의체 형성 동인에 관한 연구: 합의형성적 대화협의체를 통한 갈등해소 사례를 중심으로

초록

This study attempted to find factors for discussion-tables organized to resolve conflicts from seven public conflict cases occurred during the last 20 years. The goal of this paper is to find effective conflict management strategy to decrease social costs from public conflicts. A discussion-table is an arena of stakeholders involved in a public conflict to resolve it with discussion. A discussion-table is not automatically organized by stakeholders. Throughout conflict processes, someone may want to talk, but others may not. Sometimes, they even refuse to talk. This paper analyzed the seven cases which successfully formed a discussion-table and found that most of the cases organized the discussion-tables were formed by political influences of powerful politicians, by not stakeholders themselves after they had gone through hardship and pains. This patterns have been repeated and caused serious social costs. This paper suggested that we would need to develop institutional infrastructure for stakeholders themselves to organize a discussion-table to resolve their conflicts thru consensus building without involvement of the high levels of politicians and bureaucrats.
