A Critical Review on the Controversial Issues in Increasing Income Replacement Ratio for the National Pension Scheme

초록

This paper critically examines the major issues of increasing income replacement ratio by 10%p (from 40% to 50%) for the National Pension Scheme that have gained political consensus between the two major parties on May 2, 2015. The paper looks at the debates on the replacement ratio of 50% for last reform processes of the National Pension Scheme and examines whether this ratio is adequate for income security for the elderly. There are three issues to consider as I critically examine the argument that the replacement ratio of 50% is problematic: First, the claim that 50% of the income replacement ratio will bring a sharp increase of the cost ratio of the NPS for the future generation is based on an unrealistic assumption. Second, there will be an excessive accumulation of the National Pension Fund if the premium for the future generation goes up to 18%. Third, the argument that the basic pension should be strengthen, but not the NPS, is unfit as an welfare state building strategy, for it does not incorporate middle classes into public welfare systems.
