정책의제 설정과정에 있어 인터넷의 역할에 관한 탐색적 연구 - 2008년 미국산 쇠고기 재협상 사례를 중심으로 -

초록
Citizens increasingly overrules public policies when they feel the lack of their participation. Advanced information technologies which operate in the Internet are an important tool in raising and expanding their discontent. With the case of re-negotiation of US-beef import which occurred in April and May, 2008, this study explores the process by which a public policy for an issue is overruled and then the issue is emerged again as an agenda for policy making. Exploration of the case reveals that the peoples were able to heighten and improve their communication for collective intelligence. The Internet becomes a place where people searches and exchanges critical information and eventually builds collective intelligence to tackle the policy issues. The case study also shows the interaction which started online and later expanded offline contributes to making people self-organize to push for public policy agenda setting. In the process of public policy agenda setting, the Internet offers a new space for public participation, giving a leeway for direct citizen participation, not solely relying on interest groups.
