Conceptualizing AI Ready Data and Analyzing South Korea’s AI Ready Public Data Policy Framework

With the proliferation of AI technology, the data management paradigm shifts from quantitative expansion to ensuring suitability for AI utilization. This study establishes a scholarly definition of AI Ready Data (AIRD) and proposes future directions by analyzing the current state of South Korea’s ‘AI Ready Public Data’ policies. It conducts a systematic review of literature and policy documents to examine the approaches of industry, academia, international organizations, and governments. The analysis identifies five core components of AIRD: Quality & Reliability, Standardization & Interoperability, Governance & Accountability, Diversity & Inclusivity, and Sustainability & Maintainability. Based on these, an integrated framework is designed. Furthermore, the study presents a transition layer model that categorizes public data management into Source Data (TL0), Internally Processed Data (TL1), and Open Data (TL2). The findings indicate that while South Korean policies show a positive direction, they remain in the nascent stages regarding standardization, governance, and inclusivity compared to international standards. This study proposes the establishment of an opendata-centric quality improvement system and a circular management framework throughout the data lifecycle as key policy alternatives.
