국내 특구 제도의 현황과 개선 방안에 대한 비판적 고찰 : 성과관리 체계를 중심으로

A Critical Review of Improvement Measures for the Performance Management System in Special Zones

초록

The special zone system in Korea has been established to serve diverse purposes and take various forms, reflecting evolving trends in economic and regional development policies. In recent years, it has emerged as a key spatial policy instrument for enhancing regional competitiveness and fostering strategic hubs. However, compared to the establishment of new special zones, considerably less attention has been devoted to managing and evaluating the performance of existing ones. The absence of a robust performance management framework has weakened the effective implementation of these zones, resulting in the repeated creation of similar or overlapping entities. This study conducts a legal analysis to examine the current state of performance management within Korea’s special zone system and to identify issues arising from insufficient or ineffective management practices. The findings indicate that legally grounded performance management is either absent or faces substantial challenges, undermining the system’s overall effectiveness. The study underscores the critical role of performance management in the special zone framework and calls for the establishment of a comprehensive performance management system supported by systematic improvements.
