The Diffusion of Public Administration Knowledge in the Internet: Tragedy of Knowledge Commons

초록

Limited empirical studies have tested the optimistic view that the Internet will expedite the creation and consumption of digitalized public administration knowledge (DPAK). Given that digital knowledge goods has distinguishable features from market and public goods, the traditional consumer and producer framework is inadequate for the analysis of knowledge diffusion of DPAK. This study employs a triple-actor framework to analyze the interactions among producers, prosumers, and providers. The exploratory analysis reveals the tragedy of knowledge commons that suffocates the diffusion of DPAK. It is argued that the commercialization, reproduction of low quality information, reinforced excludability of search engines, the tyranny of the majority, and the lack of intellectual cooperation are major causes of the problem.
