심사할당 주파수의 가격 책정 방법론 대안:우리나라 2G 주파수를 중심으로

초록

Spectrum management policy has recently been geared toward economic principles to cope with the growing demand for spectrum in mobile telecommunications. Spectrum pricing methodology for the spectrum assigned through a beauty contest to mobile operators has drawn a significant attention in Korea. This study critically analyses AIP methodology being used in the U.K., and proposes an alternative pricing methodology called "rent approach". It is shown that the perfectly price-inelastic spectrum can be priced more appropriately using the new approach. It is also shown that cost difference between firms utilizing different amounts and bands in spectrum may be used as a proxy for the spectrum rent. Based on the opportunity cost concept, this method is compatible with technological development and cost reduction incentive, and will to some degree help alleviate the current abnormal price regulation practices in the Korean market.
