정책변동에 대한 맥락적 인과경로 탐색 - ACF와 인과지도 방법론의 접목을 중심으로 -

초록

Recently, researchers have argued that there are knowledge gaps in ACF model despite its usefulness to explain policy changes. As a part of efforts to bridge these gaps, the study attempted to combine ACF with the causal map method to suggest better ways to analyze complex paths between external perturbations and policy changes. In order to do this, this paper discussed how methods used in the system dynamics can be applied to ACF - complex interactions of external parameters affecting policy subsystem and policy dynamics through processes such as formation, reinforcement, and dissolution of Advocacy Coalitions. Through applying this approach to the policy change case, this study could provide the evidence that the new framework could maximize the advantage of ACF as detecting the effect of complex causality among external parameters and finally explain complex paths to policy change.
