초록
Although National Human Resource Development (NHRD) policies have long been carried out, studies on them were only initiated in the 2000s. This study examined the development process of NHRD policies by applying Fischer’s policy analysis framework. This study retrospectively examined the argumentative discourse of laws and institutions, chronicles, cases, problems, and issues. Several research questions guided this study. How has the Human Resource Development Basic Law changed from its enactment to its revision? How has the National Human Resource Development Basic Plan been established, executed and evaluated? Lastly, how was the enforcement system composed and converted? According to the controversial discourse on the legislation and revision of the Human Resource Development Basic Law, the conceptual definition of NHRD has been established and the mechanism of colligation and control has been worked out. Through the National Human Resource Development Basic Plan, the spheres and tasks of HRD policies were established in areas of education, R&D, employment, and social integration. However, many of the tasks could not be realized due to conflicts between government departments. The enforcement system has been developing towards operating the deliberation agency but it had to grope for systemic conversion due to the limitations of its functions and power.
