행정에서 효율성 증진을 위한 유인설계 -공무원 여비규정을 중심으로-

초록

Rigid regulations aimed at ensuring the appropriate use of budget expenditures can sometimes result in inefficiencies caused by waste. To address this, an incentive design is proposed to enhance efficiency by reducing waste and administrative costs in situations of information asymmetry. Particularly, when multiple approaches exist to achieve the same administrative task, it is crucial to move away from input-based management and control systems and adopt performance- and outcome-based incentive structures. By analyzing the current civil servant travel expense regulations using a simple incentive design model, this study identifies the shortcomings of the existing system and suggests improvement measures. To enhance administrative efficiency, it is essential to widely implement performance- and outcome-based incentive systems across various administrative domains rather than relying solely on input-based approaches.
