1930년대 조선총독부의 향약 장려 정책

This paper is about Hyangyak promotion policies and the purpose of the promotion of the Japanese Government General of Korea around the time of Rural Development Movement in the 1930’s based on “Document of Hyangyak Service Subsidy” 鄕約事業補助書類. In 1932 the Japanese Government General of Korea instructed classifications such as Gap (甲), Uel (乙), Byung(丙) and reporting details for the nationwide fact-finding research on Hyangyak. However, each Do (道) interpreted them differently as a result the contents of the research showed great differences. In 1933 the Japanese Government General of Korea planned to select 130 organizations through out the country and to provide subsidy of 100 Won per organization. 44 organizations and Hamgyeongbuk-do were funded as Local Subsidies for Do and the subsidies were paid commensurate with maximum of 2,600Won to Minimum of 150 Won. By studying the codes of the organizations which received the Hyangyak subsidies it could be confirmed that the codes varied in each regions and organizations. However most of the codes were based on the traditional clauses with some added clauses like Improvement of Living (生活改善) and Encouragement of Industry(産業獎勵). Moreover, Encouragement of Industry, Improvement of Living, Allegiance to the Country, Social Reformation work were emphasized than its traditional clauses.
