시민참여형 평생학습관 전환을 위한 일본 공민관 사례연구-마츠모토시 사례를 중심으로-

초록
This study explores the operational conditions for transforming Korean lifelong learning centers into citizen-participatory platforms and proposes minimum transferable elements for the Korean context. Using a document-based qualitative single-case study of twenty-four primary public documents, it analyzed the integrated structure of free space operations across seven district Kominkan and the ordinance-based management council in Matsumoto City, Japan. Three findings emerged. First, the free space functioned as a low-threshold space enabling routine access for youth and citizens by minimizing application requirements and permitting diverse activities and stays, including studying, reading, conversation, and play. Second, the management council, composed of multiple stakeholders including publicly recruited citizens, channeled citizen participation into operational agendas through the public disclosure of meeting materials and summaries. Third, the integration of space and governance is sustained by a decentralized Kominkan system, the principle of resident initiative with administrative support, youth-participation structures, and a three-tier feedback loop linking municipal plans, the management council, and district operations. Accordingly, the study proposes a minimum-unit model for this transformation, combining a permanently accessible low-threshold space, participatory governance including publicly recruited citizens, and a feedback system grounded in usage data and field input.
