It has been 20 years since participatory budgeting was introduced in Korea, yet existing studies on its effects remain scattered and often contradictory. This study conducts a systematic literature review of 17 empirical studies (2011–2022), selected from three databases (DBpia, KISS, RISS) using five inclusion/exclusion criteria following the PRISMA 2020 protocol. The Maryland Scientific Method Scale (SMS; Sherman et al., 1997, 2002) was applied through a dual-coding procedure with an independent coder (intercoder agreement: 82.4%, κ=0.81) to evaluate the causal validity of each study. Only 6 of the 17 studies (35%) met SMS Level 3 or above, indicating methodological limitations in this field. Focusing on these higher-validity studies, conclusions regarding fiscal efficiency remained inconclusive, while evidence supporting improvements in fiscal soundness, administrative integrity, and democratic responsiveness was lacking. Conclusions also varied by level of causal validity. Future quasi-experimental research and institutional reforms bridging formal adoption and substantive implementation are warranted.
