A Study on The Structural Limits and Efficient Management Measures for Educational Public Property Management

초록

Educational public property comprises large-scale assets administered by provincial/metropolitan education offices under Korea’s local educational autonomy, which is distinct from municipal public property. Demographic contraction and metropolitan out-migration are expanding idle holdings and intensifying urban safety risks and fiscal inefficiencies. Although governance is shifting from passive maintenance to proactive development, educational public properties face unique constraints that impede adaptation. This study diagnoses the structural limitations of current management, analyzes the causes of its inefficiency, and proposes an integrated efficiency framework. This study employed a qualitative design that combined literature analysis and in-depth interviews with public officials. The findings reveal a structural vicious cycle stemming from expertise deficits due to frequent rotation, data unreliability caused by systemic disconnections, and passive utilization driven by institutional rigidity. To optimize educational asset management efficiency, this study suggests policy directions to comprehensively improve three strategic pillars: strengthening professional capabilities through specialized agencies, securing data transparency through automated database interoperability, and fostering managerial flexibility through regulatory reform.
