정부 간 관계의 유형에 따른 정부 간 갈등의 속성

초록

This study analyzes how intergovernmental conflicts appear in terms of actors, characteristics, and contents by the type of intergovernmental relations. This study focuses on vertical intergovernmental relations from Kim Youngsam Administration to Lee Myoungbak Administration. Crosstab analysis is employed to find out the relations between the type of intergovernmental relations and the characteristics of intergovernmental conflicts. The results of the analyses are as follows: first, intergovernmental conflicts has increased since local autonomy began except the period of Kim Daejung Administration. Second, conflicts has increased especially for the Coordinate-Authority Model of intergovernmental relations. Third, in terms of contents, intergovernmental conflicts were prominent in financial intergovernmental relations. Fourth, in terms of characteristics, interest-oriented conflicts had the highest rate in the Coordinate-Authority Model. Lastly, the type of intergovernmental relations has been changing from Inclusive-Authority Model to Coordinate-Authority Model over time.
