교장공모제 쟁점에 대한 학교구성원 집단 간 인식 비교

초록

Over the years, there have been controversies on the details of opencompetition-based principal employment system among school community members,in spite of the broad consensus on the general framework of the system. Thepurpose of this study is to analyze the perceptions of major stakeholders, includingprincipals, vice principals, department heads, teachers, and parents, on thecontroversial issues surrounding open competition-based principal employmentsystem. In order to reveal the general perception level of stakeholders as well asdifferences among groups, an on-line survey questionnaire was developed andadministered to 182 schools. A total of 5,683 responses were analyzed usingdescriptive statistics, χ2-test, and one-way ANOVA. Data analysis shows that mostrespondents do not appreciate the radical expansion or change of the opencompetition-based principal employment system. They rather expect that principalswith qualification and expertise should be employed at more or less disadvantagedelementary and secondary schools through more inputs of stakeholders and simplerselection process. However, detailed analyses of sub-groups’ perceptions oncontroversial issues reveal statistically significant differences depending upon theirperspectives, expectations, and interest. Based on the research findings, a few policyimplications are suggested to improve the system.
