존 스튜어트 밀(J. S. Mill)의 관용론 - 도박, 음주 문제를 중심으로 -

초록
The purpose of this paper is to more systematically establish the theory of tolerance in On Liberty(1859) by J. S. Mill(1806-1873). We have the liberty to express our thoughts freely and organize our lives according to our own plans. However, social interference imposes restrictions on an individual’s otherwise free life. To what extent is social interference in an individual’s life acceptable? Mill divides human acts into two parts: the self-concerned act and other-concerned act. He also describes the 'principle of harm', which is to set limits on human actions in a way that society can legitimately interfere in actions affecting others. In other words, Mill shows that minimal interference by society can be justified for acts that violate the rights of others. However, the boundaries of social interference may be ambiguous in actions that affect others. There is a place of tolerance where interference is difficult to apply. In order to view the real meaning of Mill's theory of tolerance, this article deals in depth with gambling and drinking as examples of practical problems.
