With fully implementing the high school credit system in 2025, this study investigates how physical education high schools are designing and operating individualized, student-centered curricula, and also identifies key limitations in the current system and proposes practical recommendations for improvement. To this end, the curriculum design and implementation plans of 15 physical education high schools, publicly disclosed on the School Info platform, were collected and analyzed based on the guidelines of the 2022 revised national curriculum guidelines, which were updated in preparation for the credit system. The analysis revealed two major limitations. First, most physical education high schools failed to comply with the curriculum design and implementation guidelines of the 2022 revised national curriculum. Second, there was a lack of effort to expand students’ subject selection rights, a core feature of the high school credit system. Based on these findings, the study proposes four alternatives for designing and implementing curricula suitable for the high school credit system in physical education high schools: (1) developing customized curriculum models tailored to different types of college admissions, (2) developing operating models for online joint curricula among physical education high schools, (3) promoting the development of new subjects at the individual school level, and (4) establishing cooperative systems with local universities or sports science centers under regional sports councils.
