Exploring three orientations (problem, right, resource) toward discourses on language

초록

The purpose of this study is to investigate how three orientations toward discourses on language—language as a problem, language as a right, and language as a resource—were formulated on both domestic and international literatures, and to explore how those discourses can be projected in near future. All the research papers in four academic journals, which appeared between 2006 and 2016, were reviewed to investigate the discursive tendency on the inquiries. A total of 51 papers were finally analyzed and discussed: 11 from Korean Journal of Applied Linguistics; 7 from The Sociolinguistic Journal of Korea; 27 from Bilingual Research; and 6 from The Language and Culture. All the papers were placed into three orientations: 27 papers were grouped into ‘discourse on language as a problem’, 15 on a right; and 9 on a resource. As problem-focused discourse on language was often discussed in all the academic journals, relatively small amount of attention was given to the right- and resource-orientation. The problem-discourse insisted that the deficiency of target language ability is a problem, and that language diversity causes social problems. The right-discourse contended that fundamental rights of mother tongue are limited for minority language users. Language varieties have been sacrificed against monolingualism, standard language, or verbal hygiene. This paper aimed to value the resourcefulness of the current linguistic societies. When language is seen as a fluid and multi-semiotic resource, it is hoped to alleviate some of the conflicts emerging out of the conventional orientations. It can reduce the hierarchical tensions between language(user)s, which dichotomize diverse language users into binary and marginalized position. This paper also covered the related issues to lingua franca, translingual, language of ecology, metrolingual for further consideration.
