코로나19 방역을 위한 마스크 정책의 딜레마: 딜레마에 대한 대응과 제도 그리고 표준

With the spread of the Coronavirus disease (COVID-19) pandemic worldwide in 2020, all governments over the world have experienced the dilemma between the spread of infectious diseases and economic and social retreats. This paper focuses on the changes in mask policies, especially on how the government’s disease prevention and control policy has been achieved in these policy dilemmas. If the government had implemented a policy to make it mandatory to wear masks in the early stage of the spread of COVID-19, it could have maximized the effectiveness of the measure. However, due to the shortage of masks, a policy decision could not be made prematurely. Amid the dilemma between quarantine through mandatory mask wearing and the social cost of the mask crisis, the government responded by distributing public face masks and enacting the KF-AD mask standards. In this paper, we discuss that policies on these pandemic dilemmas have been made in short-term and institutional responses (from a long-term perspective) at the same time, without categorizing them into short-term and long-term responses, as in conventional dilemma discussions. In addition, this paper presents the role of standards in this institutional response.
