This study sought to re-establish the principles and norms of sports industry regulation and discuss specific regulatory approaches. The structure of this study is as follows. (1) The direction of regulatory improvement was explored by confirming the meaning of regulation and regulatory improvement. Next, (2) the legal and regulatory status of golf was analyzed. Accordingly, an approach to improve regulation of the sports industry, especially the golf industry, was presented. (3) The proposed plan proposed the operation of a committee to resolve lump sum regulations. (4) First, targets for regulatory reform were explored. Lastly, (5) discussions were held on norms for regulatory improvement. We sought to suggest details of regulatory improvement from various angles. The results derived from the research discussion are as follows. First, regulatory improvements must be kept to a minimum. Considering the organic legal relationship between laws, systematic improvement of the recent agenda is necessary. Second, golf has discriminatory and excessive regulations. Therefore, complementary regulatory operations are necessary to ensure both the right to choose and the right to protection. Third, golf industry regulation needs to be defined as chunk regulation. Fourth, the targets of golf regulation improvement are as follows. These include reorganization of the rating system, improvement of business behavior, revision of tax system, relaxation of facility regulations, adjustment of price regulations, and operation behavior conversion system. Fifth, the capitalization of sports is taking place. Therefore, it is time to improve regulations considering ‘adequacy of means’, ‘minimum infringement’, and ‘balance of legal interests’.
