Total Evaluation Index of CPTED for Socially weak on Public Space

초록

(Background and Purpose) Recently, crime prevention environmental design is being carried out spontaneously to establish a safe living environment downtown, centering on local governments and government ministries in Korea. In addition, public design is responsible for the safety of all residents centered on the weak in the local community by reflecting the safety of various users in the existing aesthetic and functional design. Therefore, the purpose of this study is to contribute to the sustainable improvement of the spatial environment downtown through the establishment of evaluation indicators capable of integrating various public design areas, based on consideration for the socially weak. (Method) First, through existing research and literature research, the trends, perspectives, and evaluation directions related to the establishment of the CPTED are summarized. Second, through research studies conducted at home and abroad from 2010 to 2020, the content characteristics of the integrated public space and the research are identified and their implications are summarized. Third, the above results are summarized regarding the integrated evaluation indicators of public space safety environment design in consideration of the socially weak. Fourth, through the Delphi survey of related experts on rating indicators, the objectivity of rating indicators is identified, the final evaluation indicators are organized, and future improvement directions are derived. (Results) The trend of crime prevention environment design has been identified from the expansion of simple monitoring facilities and visual guidance-oriented plans to a systematic approach considering urban structure characteristics. Comprehensive designs—such as the characteristics of more diverse spaces and facilities, the solidarity of members' movements and communities, and the establishment of territorial integrity through securing openness—should be considered in conjunction with crime prevention design. In addition, the importance of close crime prevention design was confirmed in consideration of safety and comfort by securing the safety of socially disadvantaged groups such as women, the disabled, the elderly, and children in existing general user-centered facilities and space plans. (Conclusions) The evaluation indexes have established a basic measure for evaluating the safety environment of public spaces and facilities in the future, and will have important implications for quantitatively grasping the safety of public spaces. Nevertheless, to increase the objectivity of this study, empirical research on actual spaces needs to be conducted. In addition, it is necessary to conduct user evaluation before and after space improvement for users, to improve the efficiency of establishing a safety design plan suitable for space characteristics.
