동맹의 결정: 사드(THAAD)와 한미 동맹, 미국 패권

초록

From the American strategic perspective and drawing mainly upon the American strategy reports and congressional hearings, this article tries to make sense of 1) the (South) Korean- American alliance’s decision to deploy THAAD(Terminal High Altitude Area Defense) for American forces in Korea and 2) Korea’s ‘3Nos’ (that Korea would not consider additional deployment of THAAD, joining both America’s missile defense and an alliance with America and Japan, as a condition for the restoration of Korean-Chinese relations). For the Obama administration, the deployment of THAAD was a part of its overall Asia rebalancing strategy, which tried to build a multi-layered and integrated regional missile defense underpinned by a robust trilateral cooperation among America-Japan-Korea not only in security but also in economic and global issues. The Trump administration’s America First has undermined the previous comprehensive trilateral cooperation among America-Japan-Korea, and which, combined with the rise of China, especially Korea’s deep economic interdependence with China, has prompted Korea to ‘3Nos.’
