한국 복지국가의 성격과 전망: 남부유럽복지체제와의 비교를 중심으로

초록

The purpose of this paper is to prospect for the possible future of the Korean welfare state with comparison to Southern European welfare states. Since the financial crisis of late 1990s, Korea has entered in the early stage of developments in terms of welfare state formation. The question of this paper is that what type of welfare regime may be emerging in the future Korean society. This paper compared the labor market and demographic structures of Southern Europe and Korea and found lots of striking similarities between two countries. Due to their fragmented labor markets and strong family tie, both Southern European countries and Korea show severe insider/outsider division in social security system and strong familialism in child and elderly care services. Even if Korean society evolves into a mature welfare state out of an embryonic welfare state, the welfare regime type of Korea could converge into the Southern European welfare regime because of its fragmented labor market structures and strong family solidarity among family members.
