초고령화사회 대비 관련 3법 분석을 통한 한국 의원입법의 특성

In recent years, as the degree of democratization in Korean society has increased, members of the National Assembly are also very active in their law-making initiatives. However, most of the propositions are discarded without being discussed resulting ineffective legislative activities. Therefore, this study intends to suggest policy implications through empirical analysis targeting all the legislative bills of the 3 Acts for the super-aging society initiated by the 19th and 20th National Assembly. This study conducted an empirical analysis focusing on professionalism and efficiency among the three conditions-democracy, professionalism, and efficiency-of the legislative proposals suggested in previous studies. In particular, in order to systematically analyze the effectiveness of legislation, three policy theories were integrated to present an analysis framework for content analysis. As a result of the analysis, it was confirmed that there were quite inefficient legislative proposals in that the number of mutually identical and similar proposals was considerable. In addition, regardless of the macro-policy goals in terms of philosophical values between progressives and conservatives, the number of proposals for amendments at the level of policy means or means setting was found to have increased rapidly. Even though these proposals are easy to on political agreement, these proposals were not processed. For the effective legislative activities in the future, the direction of the parliamentary legislation should be established based on the philosophical/value orientation, and it should be a legislative bill reflecting the policy design consisting of policy means and means setting. Also, the policy consultation function within the political party should be activated
