A Case Analysis of Blockchain-Based Public Services in Korea: With a Focus on Application Areas and Design Elements

초록

Blockchain has been examined as a technology that supports the integrity, verifiability, and traceability of public-service records. This study classifies blockchain-based public service cases in Korea into six application areas: identity and administrative services, voting and participation, public distribution, welfare and pension verification, credentials and employment support, and education and learning record management. Using publicly available documents, this study conducts a qualitative multiple-case analysis. The findings show that the analyzed cases have been developed to reduce repeated submission and verification burdens, support multi-agency verification, prevent record tampering, and strengthen trust in non-face-to-face administrative procedures. In the operation and diffusion stages, interoperability, data protection, legacy system integration, user touchpoints, legal responsibility, and sustainable operation remain key constraints. The findings provide analytical criteria for examining problem fit, data architecture, actor roles, legal alignment, and sustainable operation in blockchain-based public service planning.
