외압과 제도적 경직성: 일본의 슈퍼컴퓨터산업
초록
Existing studies on globalization have mainly focused on factors spurring changes at the national-level. However, these studies fall short of explaining the patterns of changes taking place at the level of industrial sectors. This study employs the concepts of structural pressure and direct foreign pressure to analyze the causes of changes at the sectoral level. It also assumes institutional stickiness in particular, policy networks and the incentive system within industries as a factor dissipating momentum for changes. Based on these analytical concepts, this study examines the way in which the Japanese supercomputer industry has coped with diverse factors facilitating changes and preserving continuity since the 1980s. Although the Japanese supercomputer industry faced structural pressure such as technological changes as well as foreign pressure from the U.S., it showed a great deal of resiliency in maintaining existing policies and business strategies. This continuity primarily resulted from the effects of policy networks created among government. manufacturers, and user institutions in Japan.
