A Demand-Based Competency Framework for Professionals Enabling Safe Personal Data Utilization

Amid the rapid growth of digital technologies and the data-driven economy, personal information is being leveraged more widely than ever before. Yet the domestic competency framework for specialists in personal information protection remains underdeveloped. This study seeks to identify, in a systematic manner, the skill sets demanded of privacy-protection professionals in Korea and to reveal gaps by benchmarking them against international practices. First, job advertisements in Korea that reference personal-information protection were gathered and examined through text-mining techniques and Latent Dirichlet Allocation (LDA) topic modeling, allowing us to extract the core competencies employers expect. These results were then compared with the National Competency Standards (NCS), existing information-security competency frameworks, and overseas recruitment postings in the same field. Our analysis shows that Korean employers place heavy weight on legal-compliance and managerial abilities, while technical skills specific to privacy protection are often subsumed under broader information-security requirements. In contrast, overseas postings explicitly call for specialised technical expertise—such as Privacy by Design (PbD), Privacy-Enhancing Technologies (PETs) and de-identification methods. The competency framework produced by this study can serve as a domestic benchmark for training, certifying and assessing personal-information professionals, fostering a trustworthy data ecosystem that balances protection and use. It may also provide a foundation for upgrading curricula and professional-development programmes across both industry and academia.
