An Analysis of Local Residents’ Conflict Frames Regarding Offshore Wind Power Development

As global efforts to address climate change intensify, offshore wind power has emerged as akey renewable energy source in South Korea. Despite strong governmental and publicsupport, these projects frequently encounter significant opposition from local communities. This study employs semantic network analysis to examine the conflict frames of keystakeholders, particularly local fishermen. The analysis identifies seven distinct frames, with“energy justice and social acceptance” emerging as the dominant theme. Other prominentframes include “economic loss,” “local identity,” and “environmental threats.” Findings suggestthat local opposition is primarily driven by concerns over procedural and distributive fairnessin project development. Compensation-related disputes are further complicated by divergentidentity frames among stakeholders, thereby hindering effective conflict management. Moreover, concerns about gains and losses were found to outweigh the influence of riskperceptions. The study highlights the critical need for inclusive stakeholder representationand participatory governance within public-private committees to effectively prevent andmanage conflicts in offshore wind power development.
