정부도구론적 관점에서 본 행정학의 토착화

초록

Naturalization of theories has been a non-stop issue of public administration community in Korea. The advocates of naturalization has insisted that the import of theories from advanced countries is the lost of self-esteem of Korean scholars while the dissenters criticized the advocates view of naturalization as chauvinism. However naturalization of theories is just an universalistic behavior in the view of government tool theorists. Governance is about establishing a society-specific type of relationship between governmental and non-governmental actors in the governing process. Governance model is determined by the culture, the socioeconomic environment, and the ruling value of the society. Determining the government tools is the lower-level activity of choosing a society-specific governance mode. Importing theories from other countries is indispensable in globalization era. Naturalization is just an universalistic behavior in scholar society all over the world.
