소외계층 대상 문화정책의 가치 측정 - 통합문화이용권을 대상으로

초록
Although citizens’ participation in cultural and artistic activities is increasing, disparities in access to cultural opportunities remain unresolved. To mitigate this imbalance, the Korean government operates the Integrated Cultural Voucher (Culture Nuri Card) as part of its cultural welfare initiatives. Since its introduction in 2006, the program has been implemented over a long period and has undergone changes in its operating conditions. However, existing studies on its economic value are based on the initial policy environment, which highlights the need to reexamine its social benefits at the present time. Accordingly, this study applies the contingent valuation method (CVM) to identify key determinants of willingness to pay (WTP) and to estimate the economic value of the Integrated Cultural Voucher. To enhance the reliability of the estimates, a double-bounded dichotomous choice format and an open-ended question were administered in parallel, and analyses were conducted separately for beneficiaries and non-beneficiaries. The results indicate that the frequency of cultural participation is positively associated with WTP regardless of beneficiary status. Among beneficiaries, occupation and place of residence are significant predictors, whereas monthly average income is significant among non-beneficiaries. Estimated WTP is 9,361 KRW for beneficiaries and 8,417 KRW for non-beneficiaries, and the implied total economic value is approximately 252.387 billion KRW. This magnitude is comparable to the 2025 budget allocation and execution for the program, supporting the social legitimacy and long-term operational feasibility of the Integrated Cultural Voucher.
