Devolution of Functions Delegated to Local Governments and Its Implication: Focused on Estimating the Size of Personnel and Expenses

초록

This paper analyzes the size of personnel and expense required to provide 59 devolved functions which were delegated to the local governments in 2009 by the Presidential Commission for Decentralization, and discusses its implications on devolution. To estimate the size of personnel, this study surveyed public servants in charge of each delegated function in terms of type of function, and ranks and types of the personnel. The estimation of expenses for delegated functions is derived from summing up personnel, operation, and program expenses. The results imply as follows. First, the functions determined to be devolved are those not accompanied with project costs with very few exceptions. Second, some of delegated functions, if devolved, require that part of functions operated solely by the central government additionally be devolved. Third, depending on the status of re-delegation from upper-level local government to lower-level local government, the size of personnel and expenses required to devolution vary a great deal. Finally, devolution of delegated functions also requires changes of functions regarding audit or supervision.
