This study explored the relationship between bribery tolerance, indirect experiences of bribery, and ethical leadership, and specifically estimated the moderating effect of ethical leadership on the relationship between tolerance of bribery and indirect experience of bribery. Based on a literature review of corruption and ethical tolerance and ethical leadership, hypotheses were developed to answer the research questions. Ethical leadership was defined as a construct with two components, a leader’s role as a model of ethical behavior and as a manager of workplace ethics. Using a survey method, this study collected data from 594 mid-to-low-level government officials in two local governments, Seoul Metropolitan government and North Jeolla Province. Regression analysis revealed that indirect experiences of bribery positively affect tolerance of bribery while ethical leadership has a negative association with bribery tolerance. Ethical leadership also completely moderated the relation between the indirect experiences and tolerance of bribery. The results of this study imply that an ethical leader is important for reducing tolerance of bribery and indirect experiences of bribery. This research adds considerable depth to our understanding of what role ethical leadership and indirect experiences of bribery play in deterring potential bribery and how the question items in a government integrity survey can be improved to diminish bribery tolerance.
