An Analysis on Factors of Credit Rationing of the Government Loan Program

The determinants of loan approval of the government loan tend to be determined by policy factors rather than by market principles. The size and the loan interest rate of the government loan program are exogenously determined by the policy of the government. One thing for the agency (Small Business Corporation; SBC) of the policy loan program to decide is whether to approve the loan application, based on an appraisal on loan applications. However, financial statements of loan applicants, mostly small and midium-sized firms, are mostly not complete or not accurate. Additional information about applicants was not available. Under these limited information, SBC should decide whether to lend the government loan to applicants. In this study, the logit model was used to estimate factors that affect the decision of loan approvals, that is, what kinds of variables are critically important to reject (credit-ration) the loan application for the government loan program. It turns out that statistically significant variables are debt ratio, sales profit rates, total asset turnover ratio, log-scaled sales. However, the sign of the estimates of debt ratio only is consistent with a theory.
