Trump 2.0’s National Security Strategy: The End of the American Century

초록

This article analyzes Trump 2.0’s national security strategy by drawing on three main pillars: a historical analysis of the logic of American century/hegemony since World War II; an interpretation of Trump’s rise as the convergence of racial and economic nationalism with populism (“White–America–Trump first”); and a comparative analysis of U.S. National Security Strategy reports since 2015, together with an overview of the major foreign policies of the second Trump administration. The core argument of this article is that the most distinctive feature of Trump’s second-term national security strategy lies in its rejection of the logic of the “American Century” or hegemony, which holds that leadership in establishing and managing the international order is indispensable to advancing U.S. national interests. While categorically refusing the burdens of global leadership, the strategy nonetheless seeks to preserve exclusive dominance in the Western Hemisphere and to maintain the United States’ status as the world's preeminent power. Its primary instruments for achieving these goals are military power and the mobilization of alliances.
