The Integration of Innovation and Inclusion: The Financial Services Commission’s Strategy and the Emergence of Internet-Only Banks in South Korea

This article examines the Financial Services Commission’s (FSC) strategy for introducing internet-only banks in South Korea through the lens of Marketcraft. The Marketcraft perspective enhances understanding of government strategies for new market creation by shifting the focus of the state’s role from whether it intervenes to the goals, methods, and precesses of intervention. This approach departs from prior research in two ways. First, whereas developmental-state acoounts emphasize deregulation and government-granted rents that restrict competition and erect barriers to entry, this study shows how the FSC engaged in maket design that both welcomed new entrants and accommodated incumbents’ interests. Second, while existing studies often explain the introduction of new services as a niche strategy that avoids conflict with incumbents or technological innovation, this research focuses that the FSC pursued internet-only banks to serve a broader base of financial consumers rather than a niche market.
