The 18th National Assembly was dotted with parliamentary brawls throughout its four-yearterm. The use of violence in the parliament occurred every year, and its gravity intensified during its term. The National Assembly attempted to enact provisions to prevent parliamentary brawls, but its attempts drifted across the sea of uncertainty and ambiguity. Finally, it passed bill on preventing parliamentary brawls just before serving its full term. This study analyzed the process of enacting the provisions on preventing the use of violence in the parliament through the lens of multiple streams framework. The following lessons could be learned from this study. First, a window of agenda-setting opens when problem streams are coupled with politics streams, whereas a window of policy formulation opens when policy streams are coupled with politics streams. Second, a coupling does not necessarily mean opening a policy window. A series of coupling is required to open the policy window. Finally, policy entrepreneurs in the process of agenda-setting are different from those in the process of policy formulation. The former is usually from subsystem politics while the latter is usually from system politics.
