미국 의회 예산조정절차의 정파적 성격과 활용에 대한 경험적 검토

An Empirical Exploration into the Partisan Nature and Utilization of the Budget Reconciliation Procedure in the U.S. Congress

초록

This article aims at exploring into the rise of the congressional budget reconciliation procedure, its relationship to the divided and unified governments, and partisan nature of the budget reconciliation bills. This article found out that as the party polarization increased with the onset of the 104th Congress, the budget reconciliation bills pushed through by the congressional majority party for a partisan purpose became more likely to be signed by the president into law only under the unified government, that extremely partisan reconciliation bills significantly increased since the 104th Congress compared to the previous Congresses, and finally that the budget reconciliation procedure has long since become a parliamentary tool utilized by the congressional majority party for a partisan policy purpose rather than a bipartisan vehicle for budget deficit reduction.
