A Grounded Theory Approach to the Testimonies and Demands of the Korean Health and Medical Workers’ Union

The unprecedented outbreak of the novel coronavirus disease (COVID-19) in 2020, both domestically and globally, underscored the shortage of healthcare personnel and the urgent need for systematic countermeasures. Nevertheless, the expansion of the healthcare workforce did not materialize, and the widening gap between surging medical demand and the limited supply of healthcare professionals was ultimately borne as an increased burden on existing staff. This study seeks to analyze the testimonies of healthcare workers through the framework of grounded theory, with the aim of elucidating the nature of the difficulties and challenges they experience. Furthermore, by comparing the paradigm model derived from grounded theory with the seven major demands of the Korean Health and Medical Workers’ Union, this paper explores the existence and characteristics of potential “gaps” between healthcare workers’ testimonies and the union’s demands. The findings indicate that the union’s demands tend to focus primarily on the direct causal conditions and institutional contexts that generate the central phenomenon, while comparatively neglecting the indirect intervening conditions. Such an imbalance, at the policy level, may lead to the inadvertent neglect of relational dimensions among healthcare personnel, patients, and caregivers. The contribution of this paper lies in identifying a link between individual-level testimonies and policy-level improvement measures. In particular, we finds that the academic approach of grounded theory is effective in facilitating this process.
