지방정부의 온라인 주민참여 분석: 강남구 온라인 주민설문의 내용분석을 중심으로

초록

The objective of this study is to explore whether the on-line citizen participation system plays two-way communication role between government and citizen. This study chooses on-line citizen surveys of Gangnam-gu, Seoul from 2001 to 2004 as a case and measures the level of government's responsiveness to citizen participation, communication patterns with citizens, policy stage, and policy type. The results present that 1) the communication patterns with citizen are different according to policy stage and policy type. This refers that government uses on-line survey as a tool to defraud citizens to support its policy. 2) For the policies that may raise various interests groups, government seems to reflect opinions from on-line survey in its decisions. However, the on-line surveys for the sensitive issue are composed of tricking survey instructions and questions which are made to defraud citizen. The results suggest that government should not use on-line citizen participation as a tool to support its pre-decided policy, but establish the on-line citizen participation system that can include the diverse voices from various citizen interests.
