채권매입을 통한 국민연금기금의공공복지인프라 확충 쟁점 평가

초록

This paper critically examines non-productive debates among political parties and mass media over the policy proposal of investing the National Pension Fund’s in expanding social infrastructures through purchase of public debt. Critics of the policy proposal suggest that the investment will jeopardize the financial stability of the National Pension fund. This paper argues that most of the critical evaluations about the policy proposal are based on the misunderstandings of it. Particularly, this paper clarifies the advantages of investing public pension fund by purchasing public bonds in expanding public welfare facilities such as care facilities for children and elderly person as well as social housing.
