우리나라 정부주도의 학교체육정책 성과 평가

초록

The purpose of this study is to evaluate outcomes in government-initiated school physical education policy. To do this, three groups(physical education teachers, educational administrators, professors/researchers) have participated in survey that indicates three index(coherence, feasibility and continuity) of five dimensions in school physical education policy. The collected 340 questionnaires are analyzed according to occupation, school level, and school location. using frequency analysis and crosstabulation analysis. In general, most of government-initiated school physical education policy are positively evaluated so that those policies have brought constructive outcomes. In addition, five dimensions in school physical education policy are analyzed according to occupation, school level, and school location. The specific findings are follows. First, in terms of coherence, professors/researchers/educational administrators, elementary and high schools, and large city and rural areas have positively evaluated than teachers, middle schools, and small city. Second, there is no linear tendency to positive or negative evaluation to school physical education policy in terms of feasibility. Third, in terms of continuity, professors/researchers, elementary and high schools, and large city and rural areas have positively evaluated than teachers/school administrators, middle schools, and small city. In conclusion, it should be minimized the gap between policy makers such as professors and researchers and policy implementors such as teachers and educational administrators. Simultaneously, it is necessary that additional school physical education policies for secondary level and the differentiated policies depending on school location in order to prevent potential alienation of government-initiated policies.
