이라크 추가파병(2003-2004년) 결정과정의 분석: 대통령과 국회, 시민사회의 역할 변화를 중심으로

초록

The troop dispatch to Iraq (2003-2004) was a crucial case for examining changing dynamics of foreign policy decision making in Korea after the democratization and the end of the Cold War. The troop dispatch case was of great significance in the context of transforming international relations in reality. Also it was an important case in terms of changing roles of the president, the increasing role of civil society and the struggling role of the parliament and political parties. By concentrating on this crucial issue, this article analyzes the increasing constraints upon the president as the ultimate decision maker, with special reference to presidential relationship with the governing party and civil society. Also it examines the internal conflicts within the civil society along the line of conservative vs. progressive. Finally, this article explores how parties and parliamentary members were exposed to electoral pressure from civil society when faced with the crucial issue of troop dispatch. In conclusion, this article asserts that we need to expplore further the changing dynamics among the president and civil society, and parliament following democratization and the end of Cold War.
