다산의 지방행정체계 개편론에 관한 연구

초록

The main purpose of this study is to find out the problems of local government structures raised in the Chosun Dynasty period, and to search what kind of alternatives Dasan suggested to solve these problems with what methods and on what basis. Through this research, this study tries to derive the policy implication for the current local government restructuring issues. First, Dasan insisted on changing upper level local government from 'do' to 'seong', and reshaping the boundaries, not reducing the number the local government tiers by consolidating the upper and lower tiers. Second, Dasan's argument on the consolidation of 'gun' and 'hyun' is consistent with the current city-county consolidation policy. Third, Dasan argued that all 'gun's and 'hyun's should not be treated equal, but they should be discriminated in terms of the number of soldiers, officials, slaves by classifying them in three groups. Fourth, Dasan considered not only the number of residents but also economic resources as the criteria of adjusting the grade of 'gun' and 'hyun'. This is consistent with the current criteria of upgrading to city ('si') or town ('eup').
