This study compares and analyzes changes in the industrial structure and growth patterns related to the Fourth Industrial Revolution in Jeollanam-do and Gyeongsangnam-do at the municipal (si-gun) level from 2013 to 2023. Using industrial diversity measures (Entropy Index), the Krugman index, Location Quotient(LQ), dynamic shift-share analysis, and growth volatility, the study examines the structural characteristics of two adjacent non-metropolitan regions. The analysis reveals that Jeollanam-do, despite its small industrial scale, exhibits a stable "non-specialized but competitive" structure in which many sectors show strong regional competitiveness and low volatility. In contrast, Gyeongsangnam-do maintains a "specialized but stagnant" structure, where high specialization in manufacturing does not translate into regional competitiveness, and manufacturing dependence constrains industrial transition. Spatially, Jeollanam-do has formed new growth hubs around Naju and Gwangyang, while Gyeongsangnam-do shows spatial restructuring with emerging growth in medium-sized cities such as Yangsan and Jinju. Policy implications highlight the need for region-specific strategic design based on distinct industrial structures and for strengthening functional linkages across cities within each region.
