국책연구기관 정책연구의 지식활용에 관한 연구: 지식의 현실적합성, 임파워먼트 및 지식활용 수준의 비교분석

The purpose of this study is to explore how the central governments in Korea utilize knowledge produced by the national research institutes. The study applies practicability, empowerment and problem-orientation of the knowledge as a framework to analyze knowledge utilization. The empirical data was collected by survey from 23 national research institutes and 17 central governments. Using statistical technique, the study found four significant results. First, while researchers in the national research institutes evaluated practicability of the policy knowledge as relatively high, the public officers showed different evaluation as relatively low. Second, public officers empowered their capacity through learning policy–relevant knowledge. Third, knowledge from the national research institutes is mostly used as justification tools for the solution at hand and/or understanding the problem situations. Fourth, knowledge from economic affairs related institutes is more likely to be utilized than knowledge from non economic affairs related institutes.
