정부조직 개편에 따른 부처 간 네트워크 및 권력관계 변화: 경제부처를 중심으로

초록

This study analyzes the effects of the government reorganization performed by the Lee Administration, focusing on ministries with economic functions, such as the Ministry of Strategy and Finance, Ministry of Land, Transport and Maritime Affairs, Ministry of Knowledge, Ministry of Economy, and Ministry of Agriculture, Forestry and Fisheries. In order to enhance the validity of empirical analysis results, the study applies triangulation, which analyzes the same phenomenon (i.e., the reorganization) with three methodological approaches: social network analysis, power index analysis, and the elite option method. These three analyses converge on the same results, which confirms the significant increase in the prestige of economic ministries after the Lee Administration reorganization. The results indicate that the reorganization, which was meant to enhance policy responsiveness to citizen demands, resulted in an increase in the power of economic bureaucrats.
