공공부문 전략적 성과관리에 관한 사례연구 - 한국철도시설공단의 사례 -

초록

We are witnessing a widespread use of performance management systems(PMSs) in the public sector in Korea. However, there exist no many case studies on the effects of PMSs upon strategic performance of public organizations. The differing mission, size and characteristics of public organizations in Korea provide us with a valuable opportunity to analyse how a public organization achieves its mission and strategy using PMS. This study systematically reviews environmental factors surrounding the construction of PMS, its construction procedure, and related performance evaluation and reward systems of Korea Railway Network Authority, which is a representative SOC-building organization in Korea. In addition, we analyse the organization’s financial and non-financial performance due to its PMS, indicate its drawbacks, and discuss future improvements. This study thus contributes to the development of practices of performance management in the field by sharing experience and suggestions and enhances understanding of various differences between PMSs of public and private organizations in the academic world.
